Impact Assessments and Environment Audit-

the services menu) TSC
offers high quality EIA/ EA studies. These are mandatory for certain types
of new projects and also for existing operations going for expansions depending
upon category, investment etc. as notified under the EIA Act. TSC offers
in house modeling and analysis and complete capability for air, water and
ground soil / hazardous solids impact as well as sociological impact. TSC
has some of the latest state of the art software including ISCT models,
BREEZE, GREEN, SOCIO and others , with powerful graphics capability built
in. These can be linked to files such as GIS files, Meteorological files,
Bitmaps and others. TSC also has a green belt development method for optimal
effect. TSC has already carried out EIA studies for clients
in the oil and petrochemical sector, power plants, dairy, pesticide and
other industrial sectors. Laboratory facilities are totally in-house and
these are approved by state pollution control boards.
- Risk
Analysis and Quantitative Risk Assessment- (return to the services menu)TSC possesses total capability for QRA right from HAZID to
plotting of Risk curves and FN societal risk plots. For consequence
modeling, TSC uses a combination of software packages, such as ARCHIE
(developed by US FEMA for Disaster Management Planning, SAVE 2 ( a well
known package for gas/ liquid outflows, explosions, fires, toxic dispersions
etc.), HEGADAS for dense gas modeling and others. Risk calculation and
plotting are done with sub-models FN (used in conjunction with RESULT
, ALARM and INFO(which calculates the cumulative risk values for estimation
of societal risk (overall risk to society) and IR, which estimates Individual
Risk (geographical distribution of risk) or the risk to an exposed individual.
These can be linked with AUTOCAD files, superimposed onto GIS maps and
other links. Failure Probability Analysis at TSC is carried out with
frequency data bases such as those of AIChE, E and P forum, and ACDS
(Advisory Committee on Dangerous Substances) of the UK Health and Safety
Commission) and others. Some limited Indian databases are available.
Where generic data is not applicable TSC develops probability data through fault trees with use
of Fault Tree software FTTOP TM . Event Trees are developed for working
out incident outcome cases.
- Fire
Protection system design -(return to the services menu)
TSC possesses total
capability for design and approval for fire protection systems for oil
and gas, petrochemical , chemical and petrochemical plants, factory
buildings etc. Short of supply, TSC offers turnkey services at a single point- these include
basic design and specifications, detailed engineering, procurement assistance,
third party inspection, pre-commissioning and commissioning, TAC approval
etc. Hydrant systems are designed using three dimensional piping pressure
drop software HYDRA and others for line sizing, hydraulics etc.
- GIS
applications, remote sensin and Digitization services(return to the services menu)
Important applications include preparation of land use/land
cover maps based on digital Remote Sensing Data using standard hybrid
classification procedures on digital raw satellite data of LISS sensor
using different band ratioing, NDVI or Transformed NDVI techniques to
facilitate differentiating various features especially vegetation analysis
followed by a comprehensive ground truthing. Topo sheets can be scanned
and geo-referenced and processed satellite data printed for different
LISS scenes.
EIA studies and as part of most of such
studies, digitized base maps are prepared for the study area, which
involves scanning and geo-referencing of the toposheets. EIA study
essentially covers collection of baseline data, ecological survey,
identification of project features, which can affect environment,
environmental management plan, rehabilitation and resettlement for
affected persons, etc. All the data so generated are collected were
then used in various permutations and combinations using vector, raster
and non-spatial data based on certain environmental indices to identify
critical parameters and work out mitigatory measures. This non-spatial
database is attached to spatial database in PC-Arc/Info using the
digitized geo-referenced coverage of the area for creation of GIS
maps.
GIS and Remote Sensing for providing solutions
to Telecom & Urban planning for major players has been done by
TSC. Satellite updated digital maps of areas of interest have been
provided to facilitate RF planning and networking. In urban planning
segment, area of concentration is to provide base design and cost
effective solutions to civil sector. All these activities involve
scanning and geo-referencing of toposheets, followed by printing.
- HAZOP
studies-(return to the services menu)
HAZOP studies lead by TSC HAZOP certified
and trained Leaders and recorded by TSC certified and trained scribes are vastly acclaimed and
different from those of others. This is due to the vast experience of
TSC Leaders
in various projects. TSC staff have lead HAZOP studies around the world and continue
to be in great demand. HAZOP proceedings are recorded on ON LINE computerised
HAZOP format through use of the proprietary windows based advanced HAZOP
recording software TECHNO HAZOP TM and others such as PCHAZOP TM (Primavera)
and others. Full HAZOP recording or HAZOP exception recording (where
only HAZOP deviations leading to a HAZOP issue are recorded) can be
practiced. For projects nearing completion, time is essential- for this
purpose, HAZOP worksheets can be issued on a daily basis, sessionwise.
- Process
and Safety Audit-(return to the services menu)
TSC carries out specialised
Process and Safety Audits of installations where hazard potential is
high. These studies are greatly beneficial to clients since they study
all aspects (design functions, escape, safety management, process safety,
fire protection, layout, escape, instrumentation and redundancy, maintenance,
compliance , training, accident investigation etc.). TSC has gained recognition
as a high quality audit firm( Ministry of Environment and Forests, Government
of India has appointed TSC for Rapid Safety Audits of MAH Installations in different
Districts). Apart from these safety audits, TSC also carries out
special process safety audits focussed specifically on the process chemistry/
reactions, safeguarding systems, passive and active fire/ toxic gas
exposure control, hygiene design, specification of PLC based shutdown
systems, venting and blowdown systems etc.
- Hazard
Studies throughout a project- (return to the services menu) process
and mechanical hazards require study throughout a project, right from
concept to post stabilisation. These are typically carried out in a
structured manner in 5 stages or levels.
TSC specialises in carrying out such
studies and training clients in carrying out such studies. These studies
allow incorporation of inherent HSE concepts right from the beginning
and allocate sufficient budget as well. Many clients such as R and D
based technology companies (e.g. Ranbaxy) , production/ design organisations
(eg. Essar etc.) and others have benefited greatly from such studies
conducted by TSC engineers.

safety training courses

HAZOP Leader , HAZOP Scribe, Consequence Modeling etc.). The safety
discipline has moved away from helmets , extinguishers and simple basics
to a more challenging and technologically advanced discipline. TSC has recognised this
point, and, due to encouragement and demand from clients, has developed
advanced and basic training modules covering various facets of safety.
Specilaised interactive modules are continuously developed and refined.

detailed enough to allow follow up at different levels- activities performed
include preparation of goal setting, targets, strategy, measurement
of progress, assessing non compliance etc.
- Disaster
Management Plans and mapping disaster modes through interactive computer
systems- (return
to the services menu) TSC
is a MoEF approved consultancy organisation for preparation of Offsite
Disaster plans, and has carried out several districtwise hazard analysis
studies. Effects of hazards when scaled up, when dovetailing is necessary
(due to domino impact), assessing hazard potentials of industrial pockets,
estates etc. are well developed at TSC. This information is useful in planning for major emergencies,
evacuation sites, temporary safe refuges etc. as well as planning transportation
and siting issues. TSC has state of the art disaster mapping software, allowing
domino effect assessment, mapping contours onto graphic files and preparation
of on line systems for entire estates for chemical emergency planning.
- Transportation
Risk Assessment-
(return
to the services menu) these
specialised complex studies are aimed at assessment of hazard potential
of transportation alternatives, allowing emergency planning, and allowing
risk reduction prioritisation. Modes studied include rail, road and
pipeline transportation in addition to marine risk assessment (covers
ocean , river and inland water transportation etc.). These studies are
required by funding agencies, government bodies, maritime boards etc.
The risk levels are calculated by breaking up the route into distinct
nodes and applying risk concepts such as the Average individual risk,
group risk, societal risk etc.

studies for Government agencies for establishing feasibility, status
of implementation, R and D efforts etc.-

are specialised studies requested by government departments from time
to time. They could include a variety of activities.
- Catastrophe
Modeling- (return
to the services menu) TSC
provides services in the field of catastrophe modeling. It could assist
in basic data compilation, catalogue digitization, data interpretation
("front end" activities) as well as understanding or developing
and customizing attenuation equations, damage and vulnerability estimates
and many related areas.
The model can provide an estimate
of the loss that would be incurred in the event of any catastrophe in
any region. This could provide tremendous assistance in planning responses,
residential and industrial estates planning, mitigation measures (passive
and active) and, most importantly, safeguards human life and capital
resources.
The model essentially comprises of three modules - hazard, vulnerability
and financial.
The "Hazard " module evaluates the presence of hazard parameters
in the region
The "Vulnerability " module evaluates the extent to which
a damage can be caused by the hazard. It assesses the building inventory
and the exposure information to evaluate the people at risk due to any
catastrophic event.
The "Financial " module predicts the potential "loss
" occurring due to any disaster event in any region.
